In a rally only each joiner's FIRST hero counts, and only the 4 joiners with the highest first-skill level (ties go to whoever joined first). Send the hero whose first skill adds a buff category the leaders do not already have: the same category adds, different categories multiply. Ranked here as the first joiner added to the best leader trio of your generation.
How rally joiners work in Whiteout Survival
In a rally, a joiner contributes only the first expedition skill of the first hero in their lineup, and only the 4 joiners with the highest first-skill level count (ties go to whoever joined first). That makes the choice of first hero the whole game: send the hero whose first skill adds a buff category the rally leaders do not already have.
The rules that decide a good joiner
Only the first hero's first skill (S1, top-right) counts; the hero's other skills and stats do not.
Only the 4 joiners with the highest first-skill level count (ties go to whoever joined first), and the same hero may be used several times.
Buffs of the same category add together; different categories multiply. A joiner that brings a new category (for example enemy Defense down next to Lethality and Attack) is worth more than a fourth copy of the same buff.
Chance-based first skills are discounted, and one-troop-type buffs from a joiner are less reliable than all-troop buffs.

🐻Bear trap formations — best marksman Attack & Lethality per generation
Bear trap is a pure damage race: no need to survive. Rally leaders send 10/10/80 (infantry/lancer/marksman) and joiners send mostly marksmen (90-100%). Heroes are picked to maximize marksman damage (Attack and Lethality first, then the buffs that multiply with them): the leader's three heroes use all skills and weapons, each joiner counts only the first hero's first skill.
